Frank studied art at the Ohio University where he received a good exposure to art and art history. But his real artistic enlightenment and advancement came under the tutelage of Henry Hensche, a gifted teacher of light and color, at the Cape School of Art in Provincetown, Massachusetts. He spent the next twenty years improving those skills in the fields of graphic design and operating his successful sign painting company, Spino's Sign. Upon retirement in 2014, he was now free to paint full time and pursue his art career. Frank has achieved signature status in the National Watercolor Society, the Transparent Watercolor Society of America, the Southern Watercolor Society and the Florida Watercolor Society. In addition to national shows, he has exhibited in juried and invitational international shows in Canada, China, Greece, Hungary, Italy and the Netherlands.
